
Vicky Smith
Project HELP Director
Vicky runs the Project HELP Program, a cooperative effort between the Washington State
Labor Council, the Washington state business community and the state Department of Labor
and Industries. The program's goal is to facilitate effective communication and dispute
resolution between workers and employers involved in workers' compensation claims. She
conducts an annual conference and countless workshops-by-request all over the state
devoted to explaining our workers' comp system to labor and management representatives.
Along with Claims Specialist Viona Latschaw, Vicky's mission is to ensure that all of these
stakeholders understand their rights and responsibilities under the law. Contact

Before joining the WSLC in 1990, Vicky was a union representative for Textile
Processors Local 24 in Seattle for four years, and for United Food and Commercial Workers
Local 555 in Tigard, Ore., for the seven years prior. She attended the University of Oregon and Portland State University, as well as
Vanderbilt University's Workers' Compensation College and arbitration training at the
George Meany Center for Labor Studies.
