2004 House Vote Descriptions

  1. EHB 1777 (final passage) -- Implementing the home-care workers’ contract. "Right" vote was YES. Passed 57-40 on Jan. 28.

  2. SHB 2439 (Mcmorris am.) - Amendment allowing "trainees" to satisfy apprenticeship utilization requirements. "Right" vote was NO. Failed 45-52 on Jan. 30.

  3. SHB 2439 (final passage) - Promoting apprenticeship by codifying existing utilization requirements on major public works projects. "Right" vote was YES. Passed 54-44 on 
    Jan. 30.

  4. SHB 2546 (final passage) - Granting R&D tax breaks with insufficient language ensuring disclosure and accountability for job creation among recipient businesses. "Right" vote was NO. Passed 86-12 on Jan. 30.

  5. 2SHB 1828 (final passage) - Requring mental health parity with other health insurance coverage. "Right" vote was YES. Passed 64-33 on Feb. 13.

  6. SHB 1357 (final passage) - Tax exemption for physical fitness centers at a time when essential public services are being cut and state employees pay has been frozen. "Right" vote was NO. Passed 61-35 on Feb. 17.

  7. SHB 2459 (Cody am.) - Amendment to supplemental budget for a health care study that explores financing, cost containment and quality improvement in the state’s health care system. "Right" vote was YES. Passed 51-45 on Feb. 25.

  8. SHB 2459 (final passage) - House supplemental budget lowering state employees’ health costs, funding the home-care contract and restoring important public services cut in 2003. "Right" vote was YES. Passed 51-45 on Feb. 25.

  9. ESB 6180 (final passage) - Prohibiting genetic testing as a condition of employment. "Right" vote was YES. Passed 94-0 on Mar. 2.

  10. EHCR 4419 (Priest am.) - Amendment to outsourcing resolution adding a Competitiveness Council member and thereby ensuring an outsourcing task force dominated by business interests. "Right" vote was NO. Failed 46-49 on Mar. 9.

  11. EHCR 4419 (adoption) - Resolution to create a balanced task force to study offshore outsourcing and the extent to which the state is exporting state tax dollars by allowing contractors to send jobs overseas. "Right" vote was YES. Passed 64-31 on Mar. 9.

  12. 2SHB 2295 (final passage) - Authorizing charter schools. "Right" vote was NO. Passed 51-46 on Mar. 10.
