2007 House Vote Descriptions

  1. 2SSB 5093 (final passage) -- Providing health insurance for children in families at or below 250% of the federal poverty level. Effective January 2009, eligibility is expanded to 300% subject to appropriation. “Right” vote: YES. (Passed 68-28, Mar. 6)

  2. SHB 1244 (final passage) -- The workers’ compensation “hour bank” bill, restoring the value of health benefits when calculating workers’ compensation benefits. “Right” vote: YES. (Passed 64-32, Mar. 6)

  3. HB 2079 (final passage) -- Clarifying the agency-fee rules by establishing that nonmembers’ fees are not considered used for political purposes when sufficient funds exist in the union’s general treasury to cover the expenditure. “Right” vote: YES. (Passed 55-42, Mar. 9)

  4. ESHB 2111 (final passage) -- Granting collective bargaining rights to adult family home providers, small business owners who offer residential assisted living for elderly and disabled adults. “Right” vote: YES. (Passed 80-16, Mar. 14)

  5. ESSB 5373 (final passage) -- Reducing unemployment insurance fraud and socialized costs, and closing the “Professional Employee Organizations loophole” by requiring their clients to maintain their own experience ratings. “Right” vote: YES. (Passed 64-30, Apr. 6)

  6. ESB 5675 (final passage) -- Increasing minimum benefits paid to injured workers to the same standard that is used in the Unemployment Insurance system, 15% of the state’s average monthly wage but no greater than 100% of the injured workers’ wages. “Right” vote: YES. (Passed 68-29, Apr. 6)

  7. SSB 5676 (final passage) -- Disallows employers from forcing workers to take sick leave when they’re “kept on salary” for workers’ compensation purposes. “Kept on salary” status allows employers a premium break since no time-loss payments are recorded, and therefore the employer should pay the worker’s full salary not some portion of it. “Right” vote: YES. (Passed 69-29, Apr. 10)

  8. E2SSB 5659 (final passage) -- Establishing a paid Family Leave Insurance program for all Washington workers with the birth or adoption of a child. “Right” vote: YES. (Passed 61-36, Apr. 13)

  9. E2SSB 5659 (Walsh amendment) -- An amendment by Rep. Walsh to exempt employers with 50 or fewer workers from coverage under the Family Leave Insurance program. “Right” vote: NO. (Failed 44-54, Apr. 20)

  10. SHB 1128 (final passage) -- Operating budget for 2007-09 that fully funded state employee contracts and adding Basic Health Plan slots. “Right” vote: YES. (Passed 31-17, Apr. 22)
